Every number in this report can be traced to its source. That is the standard. That is the point.
The State of Black America is the flagship publication of the Center for American Opportunity & Excellence, the policy center of the Black Conservative Federation. It measures the condition of Black America across thirteen arenas of life, from income and wealth to family, faith, education, public safety, and military service, using only data that can be verified against federal agencies, universities, and other primary sources.
The report is honest about the challenges. It is equally honest about the wins, many of which go unreported. And it closes every subject the same way, with a reflection on what the evidence says and what the Black Conservative Federation is doing about it.
The 2026 edition was unveiled in Chicago on July 18, 2026 during the Black Conservative Federation's ten-year anniversary celebration and released to the public on September 21, 2026.

Thirteen parts. One standard.
Every part opens with the evidence, tracks the indicators, and closes with a full reflection page: the findings, the Center's perspective, and the solutions agenda. Parts I through XII hold to a neutral, reporting standard. Part XIII is clearly labeled as the Black Conservative Federation's policy case.

How the report was built
Readers should be able to check the work. That is why the publication is held to a sourcing and verification discipline modeled on the nation's leading policy research institutions.
Primary sources only
Every statistic is drawn from federal agencies, accredited universities, or other verified primary sources: the Census Bureau, the Bureau of Labor Statistics, the Federal Reserve, the CDC, the Bureau of Justice Statistics, and the National Center for Education Statistics, among others.
Retired statistics, published
Widely repeated claims that could not be verified are not quietly dropped. They are retired publicly in Appendix B, so readers know which popular numbers the Center chose not to use, and why.
Neutral chapters, labeled advocacy
The reporting chapters state what the data shows. The Black Conservative Federation's policy argument lives in its own clearly labeled part, so the reader always knows which is which.

A report is only as valuable as what follows it. The Plan for Black America takes every issue documented in the State of Black America and ties it to a named Black Conservative Federation initiative, with clear ownership, launch cities, and measures the organization will report against in 2028.
Together, the two documents form a complete record: what the evidence says, and what we intend to do about it.
